You can try asking on the help forum under the community tab. I think its randomly enforced, because just a few days ago there was naked kid in the bath tub amination on the front page rated E. Anyway, it doesn't hurt to ask, its the best way to take down those that abuse or weaponize the rating & reporting systems.
